But the infrastructure is not keeping pace with the growth, and the Yerrabi community are getting frustrated. Planning for roads lags suburb growth, causing gridlock and a massive time cost. We need to address school numbers and ensure that kids are getting the best education possible. We need a hospital in Gungahlin. The police station needs an upgrade. We need to make sure our emergency services are properly resourced. And Giralang needs shops! So, if elected, I will be pushing and prodding the government to make these things happen.

ACT Greens	Andrew	Braddock	The ACT Greens are proud to have led the way in increasing transparency of the political donations in the Territory, reducing the threshold and increasing the frequency of reporting and we already go beyond what the law requires. However, the ACT Greens do not believe that, on balance, real time disclosure of every single donation of any sum serves to improve democracy. In particular, the administrative imposition of such reporting would pose a barrier to entry to small political parties and independents who do not have the capacity to do such reporting. Additionally, in a city like Canberra, with many public servants and academics, we have a large number of citizens who legitimately fear reprisal for publicly supporting a political party or cause. We of course will continue to work to improve the donations system.

As an MLA, I've helped thousands of residents, held hundreds of mobile offices, delivered on election commitments, and been an open, regular communicator. I've served on 13 committees (deputy chair of six and chair of two). Despite being a backbencher, I introduced legislation which passed with tripartisan support.

However, the ACT Greens do not believe that, on balance, real time disclosure of every single donation of any sum serves to improve democracy. ln particular, the administrative imposition of such reporting would pose a barrier to entry to small political parties and independents who do not have the capacity to do such reporting. Additionally, in a city like Canberra, with many public servants and academics, we have a large number of citizens who legitimately fear reprisal for publicly supporting a political party or cause. We of course will continue to work to improve the donations system. On a personal note, I'm available to constituents via email, Facebook, telephone, at public forums and via my participation in many Canberra groups. Australian Climate Change Justice Party	Alix	O'Hara	Australian Climate Change Justice Party has a strong progressive agenda in climate change justice: mitigation of the impending economic, and social stratification impacts of climate change, as well as environmental challenges. This is exemplified through our United Solar Policy, bringing a solar unit and battery to every rooftop in Canberra, or otherwise upgrades of existing systems, or providing equivalent shares in solar wind farms. While the free market still makes the transition to clean energy prohibitively expensive for those who’d most benefit from solar power, the impacts will be to crime and other corollaries of poverty and the chronic stress it imposes.

For example, we do not accept donations from developers, and we have a committee whose role is to examine any offer of a donation above $1000 for potential conflict of interest or perceived conflict. This committee has rejected a substantial number of donations over the years. However, the ACT Greens do not believe that, on balance, real time disclosure of every single donation of any sum serves to improve democracy. In particular, the administrative imposition of such reporting would pose a barrier to entry to small political parties and independents who do not have the capacity to do such reporting. Additionally, in a city like Canberra, with many public servants and academics, we have a large number of citizens who legitimately fear reprisal for publicly supporting a political party or cause. We of course will continue to work to improve the donations system.

We want to make sure that all voters have good information about the candidates they are voting for: who they are and how they intend to perform their jobs if elected.

The political parties and some at least of the independents provide voters with lots of information about their policies.

We want to make sure voters know about the candidates themselves and their suitability as representatives. Specifically we ask the candidates to outline:

their skills and experience to serve as an MLA;
their skills and experience to potentially serve as a minister;
how they plan to represent their constituents, if elected;
what measures they would take, if elected, to promote good government and strengthen the responsiveness, accountability and transparency of government in the ACT; and
what measures they would take, if elected, to promote and improve informed participation by their constituents in ACT policy development and decision making.

The text of the Candidate Statement for the 2020 ACT Election

The Candidate Statement is to give voters information to guide their selection of candidates based on the candidate’s ability to be an MLA and their commitment to strengthen the democratic fabric of the ACT.

Statement of Democratic Commitment

I will strictly abide by the ACT Legislative Assembly Standing Orders Code of Conduct for MLAs.
I will fully disclose and make public the sources and value of all political funding donations, contributions, gifts public and private towards my election campaign and political activity, within one month of receipt.
I will place the public interest (the welfare and wellbeing of the general population and the integrity of the planet) ahead of sectional, corporate, personal, religious or other interests.

The text of the Statement of MLA Citizen Expectations _vJuly2020

We live in a representative democracy, where we elect our political representatives to take decisions on our behalf about the laws that govern us and the expenditure of public funds. Those in the majority also determine who forms the government. But who exactly do these elected representatives actually represent: the constituents who voted for them; their constituency as a whole; the wider polity; the political party that put them forward for election; the less well-recognised interests which backed their election; or their own best judgment? Political theorists have argued about this for centuries and there’s no simple answer.

With cynicism about the operation of liberal democracies around the world at an all-time high, the system as a whole is under threat. To protect it, we need to start spelling out what we expect of our elected representatives and playing an active role in ensuring that they live up to these expectations. To give in to cynicism is to abandon any chance of ensuring our democracy works for us. It is the responsibility of everyone within the system – representative and represented alike – to make the system work in the interests of the people as a whole, irrespective of their wealth or influence.

The Canberra Alliance for Participatory Democracy is calling for representatives who will, with integrity and transparency, truly represent the interests of the community they are elected to serve. We expect representatives to seek to understand and act in the interests of, and to explain and justify their decision to, their electors.

This Statement outlines our considered opinion of what the roles and responsibilities of the MLAs and constituents are. They form the basis for an effective working relationship between representatives and the community they represent.

We consider that our representatives should:

Be knowledgeable about good governance, policy making and the roles conferred on them.
Be transparent about the considerations on which their decisions are based and willing to state when they are giving us facts or their opinions.
Support meaningful ways for community members to engage in deliberative policy making.
Commit to ensuring their own party sets out its platform so that the expected outcomes and strategies are clear, and the impacts can be monitored – this is fundamental for accountability.
Explain how they intend to vote on each piece of legislation, and why.
Assist the community to monitor the outcomes of policy – which is also fundamental for accountability.
Be open to review of their performance by their constituents.
Act with integrity, aware of the influence of vested interests and commit to improving and maintaining systems of transparency and accountability.
Be open and honest about their own beliefs about democracy and the role of government, and be willing to have these contested.

We consider that as active and engaged citizens, we should:

Understand how policies and institutions impact on our lives, and those of others. (ie be policy and system literate).
Demand that policies be set out to show the proposed outcomes, the implementation strategies, the expected impacts and measurement strategies, so those can be assessed and monitored.
Work with others to set the standards for the way our representatives do their jobs.
Expect candidates standing for election to provide detailed information about their background, values and policy positions, and use that information to cast an informed vote.
Be informed about our democratic institutions and be prepared to promote and defend their role in protecting a healthy democracy.
Be prepared to be part of a system to scrutinise government action broadly and the actions of our representatives in particular.

The Canberra Alliance want to work with people across the ACT to further develop the content of both sets of expectations.
